From May 1, Russian motorists will be able to conclude a purchase and sale agreement in electronic form using the State Services website. This is provided for by the draft order of the Ministry of Finance. It has not yet been approved, but the ministry confirmed the plans to Kommersant.

  • The document will be signed by the electronic signature of the parties to the transaction, only natural persons will be able to conclude it and only when selling a used car (a legal entity cannot open a personal account on State Services). It is assumed that this form of the contract will reduce the time for registration and avoid errors when manually entering data.
  • Conducting a transaction on the portal will also facilitate the verification of the legal cleanliness of the vehicle. Another "bonus" will be sending fines from cameras immediately to the new owner, even if he has not yet re-registered the car. On the other hand, the conclusion of a contract online will not eliminate the need to go to the traffic police to re-register the car.
  • From November 1, 2020, Russia began to issue electronic PTSs with information about the owner, technical inspection and maintenance, mileage, insured events, and so on. All cars produced in the country and imported for the first time receive a virtual document. Holders of the paper version can change it to EPTS if they wish.

  • In addition, in 2021, the Ministry of Digital Industry plans to conduct an experiment to replace a driver's license and registration certificate with a QR code with all the necessary information. So far, we are not talking about giving up physical cards, but electronic documents would make it possible not to carry them with you.
