The Ministry of Transport came up with a draft of new restrictions for drivers of the so-called means of individual mobility - electric scooters and mono-wheels. According to Kommersant, such transport will be limited to the maximum speed and an identification system will be introduced.

  • The department considers it necessary to allow SIM users to move at a speed of no more than 25 km / h, including on the carriageway. According to a previously proposed project, drivers at least 14 years old will be allowed on the roadway, subject to the availability of optics and helmets. Such vehicles will also be allowed to travel on sidewalks, but not faster than 20 km / h.
  • According to the representatives of the Ministry of Transport, the traffic speed will be controlled by the traffic police inspectors, as well as some kind of biometrics monitoring system. Violation of the rules for using SIM is going to be punished with a fine of one and a half thousand rubles.
  • The need to classify CIM depending on engine power is also being discussed at the moment. Driving vehicles with motors over 250 watts requires a driver's license. However, representatives of the Ministry of Industry and Trade complained that no one would be able to prevent the user of an electric scooter with a standard motor of lower power from replacing the engine. Therefore, it was proposed to mark such a transport with RFID tags: by reading their signals, inspectors could receive all the necessary data on the design of the SIM.

  • When exactly the changes will be made to the SDA is not specified. The draft amendments, which would allow regulating the use of personal mobility devices, have been discussed since 2019.
  • In the fall of last year, the Ministry of Internal Affairs and the Ministry of Transport proposed to introduce special road signs that apply to SIM - with their help, it is planned to limit the speed of movement and the territory on which such transport is allowed to move.
