Russia has begun testing new tachographs that work online. In the future, such devices will be installed on new trucks and buses. The tachographs will be linked to a new automated system for recording violations for speeding or non-observance of the work and rest regime, Kommersant writes.
The draft law on online tachography, which will allow writing out fines based on data transmitted from such a device in real time, was developed by the Ministry of Transport. The bill is planned to be submitted to the government in the fall, and the document itself, if adopted, should enter into force in a year in Moscow and the Moscow region, and in two years in other regions of Russia.
The Ministry of Transport has already rushed to clarify that fines will still not be issued in a purely automatic mode. First, the information recorded by the online tachograph will go to the official, who will already decide on the sentencing. According to the source of the publication, such a system is designed to "reduce the burden on inspectors on the roads, reduce their number and automate data processing."
Online tachographs are supposed to be installed only on new cars, and existing devices will be able to be used until the end of their service life, the Ministry of Transport explained. So far, online tachographs, as part of a pilot project, are planned to be introduced on passenger transport in the 20 largest urban agglomerations of the country. It is already known that the bus manufacturer LiAZ will participate in the project, and an automated information system "Tachographic control" has been developed for data processing.
It will be difficult to introduce tachographs to punish drivers for speeding, says Sergei Radko, a lawyer with the Freedom of Choice movement. The driver can be fined, he emphasizes, in automatic mode (the order comes by mail) and manually. For both cases, tachographs must have certificates and be equated to a speed measuring device by analogy with the cameras used by the traffic police.
According to experts, in order to eliminate errors, the measurement accuracy and device settings must be flawless, and the satellite signal gives significant errors, especially in urban conditions. It is also unclear what to do in cases when a stationary camera and a tachograph simultaneously try to fine the driver: it is impossible to punish twice for the same violation in Russia. Finally, such a complex device can be too expensive for carriers.
