The Ministry of Justice of Russia has added an article to the new edition of the Code of Administrative Offenses (CAO), which allows the owners of incomplete cars to be fined. The idea of a new fine is posted on the portal of draft legal acts.
- According to Article 16.10, the owner can be fined from one to three thousand rubles for a dismantled and abandoned car left outside specially designated places. A car will be considered disassembled if it lacks one or more factory body parts, one or more glass, as well as optics, rims or tires.
- At the moment, incomplete cars "forgotten" on the street are punished only in several regions of Russia. For example, in Moscow, abandoned cars are evacuated to a parking lot, while in St. Petersburg a penalty of 3,000–5,000 rubles is foreseen.
- In addition, in the new version of the Code of Administrative Offenses, it is planned to introduce a single fine for the whole country for washing cars in places prohibited for this (1000-2000 rubles), stopping and parking on lawns (1500-2000 rubles), as well as on sports and playgrounds (2000-5000 rubles).
Now the listed rules are undergoing examination. According to the plan, the new version of the Code of Administrative Offenses should enter into force on January 1, 2021.
