The State Duma has begun to study proposals with new restrictions for cars with studded tires. Among them: reduction of speed limits, return of the obligatory sign "Spikes" and control over the implementation of laws by traffic cameras. This became known to "Kommersant".
- The authorities are planning to impose restrictions due to the severe damage that spikes cause to roads. According to the Russian University of Transport (RosdorNII), 53 billion rubles are spent annually to repair the rut, which often arises precisely due to the use of studded rubber.
According to the current technical regulations, studded tires are allowed to operate 273 days a year - from the beginning of September to the end of May. The state-owned company Avtodor, which is responsible for the construction of toll roads, proposes to introduce a fine for breaking this rule. Traffic cameras will calculate violators, and for their identification it is proposed to make the “Spikes” sign obligatory again.
The triangle with the letter "Ш" was made mandatory for cars with studded tires in March 2017 - if it was absent, the traffic police officers fined drivers 500 rubles. However, in November 2018, this requirement was canceled as obsolete.
- RosdorNII also proposes to reduce the maximum permissible speed for cars with studded tires. For example, set a limit of 90 km / h instead of the current 110 km / h on highways.
- Avtodor considers it expedient to reduce the speed limit on all roads in winter to 80 km / h, as well as to limit the period of use of studded tires from 273 to 188 days.
- All proposals will be studied by a working group under the State Duma's Transport and Construction Committee. Three months are allotted for their revision, after which the initiatives can be included in one or several bills under consideration.
