The Ministry of Industry and Trade has revised the conditions for differentiating industrial subsidies for car manufacturers. The amount of compensation will still depend on the depth of localization, but the requirements for the rate of increase in its level have become noticeably more loyal, writes Kommersant.

  • According to the clarification, in order to receive 100% of industrial subsidies in 2020-2021, manufacturers need to score 1.5 thousand points. The minimum threshold, which was a condition for concluding a special investment contract (SPIC), 900 points, is the localization of welding and painting processes.
  • In 2022 and 2023, the threshold will grow to 2 thousand and 2.6 thousand points, respectively.
  • In 2025–2026, it will reach 2.7 thousand points.
  • To receive the full amount of industrial subsidies in 2028, car manufacturers will have to earn at least 5.4 thousand points.

It is known that LadVest is already localized at 3.3 thousand points, while the competitor - Hyundai Solaris - is gaining only 1.4 thousand points. That is, in the next 4 years, AvtoVAZ may not invest in this direction, and foreign manufacturers will have to invest, otherwise they will lose some of the subsidies, which will lead to an increase in prices and a loss of market share.

In commercial transport, the situation is similar. For example, Gazelle Next is already gaining 2.4 thousand points, and Ford Transit - only 1.6 thousand. Competing KamAZ K5 and Mercedes-Benz Actros - 2.9 thousand and 1.5 thousand points, respectively.

Initially, carmakers signed SPICs, among other things, with the aim of receiving 100% subsidies, which would compensate for waste collection. However, earlier in the government it was decided that companies with a SPIC in 2020 will be guaranteed to receive only 50% of industrial subsidies. The rest - depending on the depth of localization.

Representatives of foreign companies believe that in the long term they will have to revise their business plans in Russia, since the system of differentiation of subsidies changes the economic conditions of work in the country and significantly affects production. In addition, the new conditions "may lead to a reduction in model lines due to less localized models," says Vladimir Bespalov, an analyst at VTB Capital.
