What has changed in the lives of drivers in 2019

In Russia, car owners are not forgotten: legislative and by-laws are born in government offices with enviable regularity. We analyze the most significant of them that happened in 2019. After all, they define our automotive life for years to come.

Car registration

The reform of the vehicle accounting system is a long process, full of high-profile projects and minor improvements. The need has ripened for a long time: the existing procedures have become too old and clumsy in today's "digital" era. And in 2019, the changes finally entered an active phase.

The key point of the reform is the transition from paper to electronic vehicle passport (EPTS)… It was announced and approved back in 2018, and is scheduled for August 2019, but as a result, the first EPTS began to be issued only in November. So far - for new vehicles sold by authorized dealerships. Previously registered cars are not planned to be reissued en masse - only at the request of the owner.

Of the less significant changes: in 2019, certificates-invoices for engines installed to replace broken ones were canceled, and a different procedure for terminating the registration of a car was adopted. Now this is possible not only at the request of the owner (for example, when scrapping or abandoning an emergency car in favor of an insurance company), but also without his consent. The traffic police can independently remove the car from the register in the event of the death of the owner, the receipt of the car in favor of the state, or after the end of the temporary registration.

New rules for issuing license plates

The transition to electronic PTS also demanded changes in the rules for issuing license plates. Now the traffic police will only register a unique combination of letters and numbers in the EPTS. The plates should be produced by third-party companies, and the same dealers will be able to issue them - finally, cars will leave car dealerships with numbers. In reality, there are still few who want to get involved in this process. Therefore, in 2020, it will still be possible to choose - to receive numbers from sellers or in the old fashioned way, in the traffic police.

In 2019, the region code on the license plate tied to the region where the owner of the car is registered - instead of the region in which the registration procedure takes place. In addition, it was decided to streamline the issuance of "nice" numbers, with the same letters or numbers. It is assumed that soon they can be ordered through the State Services for an additional fee.

Finally, from August 2019, they began to issue new format numbers: rear square (for imported second-hand "Japanese women" and "Americans"), reduced motorcycle - for all non-Russian motorcycles, "red" motorcycle for diplomatic missions and special numbers for mopeds and ATVs. Oldtimers and sports cars intended for competitions are assigned numbers with the letters "K" and "C", respectively, in additional cells.

Changes in OSAGO

Since October, the limit of compensation for damage under OSAGO when registering an accident through the Euro protocol in all of Russia has been equated to the capital - 400,000 rubles… To do without calling the police after an accident, several conditions must be met: both participants in the accident must have OSAGO policies, both agree with each other in describing the circumstances of the accident, there are no victims in the accident, and only the cars of the accident participants have been damaged.

To issue such accidents in both capitals and their regions, as well as in Tatarstan, they offer through the mobile application "MTPL Assistant". In this "digital version" of the European protocol, the incident is recorded, the data is sent to the insurance company and the payments are received. To take full advantage of the applications, you need to have an account on the State Services portal - information from it is used to enter data into the "assistant". Through applications, you can issue an accident, even if the participants in the accident disagree on the assessment of its circumstances. But in this case, payments will be limited to a limit of 100,000 rubles.

Another improvement has affected the electronic CTP policy: from October 29, its printout is definitely not necessary to carry with you.

Additional medical examination

In 2019, the Ministry of Health of Russia prepared an order on the introduction of a new procedure for medical examination of drivers and the issuance of relevant certificates. The existing conclusions of an ophthalmologist, narcologist, psychologist and therapist were supposed to be supplemented with test results. A blood test is required to identify a marker that "characterizes" alcoholics, and a urinalysis is required to test for drug addiction.

New certificates were planned to be introduced on November 22, which the drivers learned about just a few days before. The doctors' initiative caused panic - the drivers rushed to the clinics to get old-style certificates. After all, new ones, with additional analyzes, will cost motorists much more expensive. In addition, most medical institutions were simply not ready to do them - so getting a medical examination after November 22 became problematic.

As a result, President Putin reacted to the situation covered by the press, and literally on the last day, the transition to new medical certificates was postponed - until July 1, 2020.

Increasing penalties

In 2019, they began to punish even more severely "drunken" road accidents. In case of severe injuries of the injured, the perpetrator of the incident will be deprived of his "rights" for a period of 3 to 7 years. Also, the violator will be forced to work for five years and a ban on holding some positions for three years.

If there is a drunk driver killed in an accident, he will be sent to prison for a term of 5 to 12 years. Or for 8-15 years, if there are several victims.

Driving in a state of intoxication itself will now result in a fine of 30,000 rubles and a deprivation of rights for up to two years. Repeated - in a fine of up to 300,000 rubles and a prison term of up to two years.

If the driver is sober, but decided to escape from the scene, leaving the victim, then he risks going to places of imprisonment for up to 4 years, and if he dies - from 2 to 7 years. If there are two or more victims, the driver faces imprisonment from 4 to 9 years.

New penalties

Starting from 2019, summer tires cannot be used in Russia between December 1 and March 1. The fine for violation of this rule will be 500 rubles. The same amount under the Code of Administrative Offenses will "cost" an unreadable license plate, and if the inspector proves that it was made unreadable on purpose (for example, it was closed with a piece of paper), then the fine will increase tenfold. Or the driver will be deprived of his license for a year.

All "obochechniki" are now considered by default to be the culprit in the event of an accident. In the event of an accident, the same status is automatically assigned to those driving against the flow on a one-way road or leaving the intersection "on red". And in the capital appeared "Waffle" intersection markings - if you stand on it for more than five seconds, you will receive a fine of 1000 rubles.

There are also good ones. In 2019, the Russian President ordered the abolition of all fines issued secretly (that is, illegally) with installed cameras - the process should be completed by February 1, 2020. Canceled and fines for breaking the "average" speed on a section of the road - the government did not find an appropriate concept in the traffic rules, which means that fines cannot be issued for this violation. In addition, it is now possible to dispute fines directly on the State Services portal.In case of a complaint about a fine that has already been paid, an application for a refund of money to the card will be generated.

And they also significantly mitigated the punishment for non-standard xenon headlights: earlier they were deprived of their rights, but now they will only write out a decree for 500 rubles.

Increase in recycling fee

Prices for cars will rise from the new year - this will happen at least due to a significant increase in the utilization fee. Recall that manufacturers pay such a fee for the future disposal of each of their cars. The government introduced it after joining the WTO: the conditions of membership in the organization required a reduction in import duties on auto imports, but a new tax was introduced to compensate for the reduction and protect Russian manufacturers. Over time, under pressure from the same WTO, waste collection was extended to cars of our assembly. However, in response, the government began to compensate these costs to car factories located in Russia in the form of subsidies.

Now the recycling fee is once again increased to offset the September reduction in import duties. The base rate for passenger cars will not change - 20,000 rubles, but the coefficients applied to it will increase. For motors with a volume of 1-2 liters - from 4.2 to 8.92; for engines with a volume of 2-3 liters - from 6.3 to 14.08. According to the majority of automakers, due to the increased scrappage fee, the prices for new cars in 2020 will grow by at least a few percent.

Tax cuts. But not for everyone

The 2019 transport tax, which must be paid during 2020, has been reduced for expensive cars. The increasing coefficient - the so-called "luxury tax" - for cars in the price category 3-5 million rubles has been reduced from 1.1-1.5 (depending on age) to a single value of 1.1. Taxes on more expensive cars, as well as on budget cars, have not changed.

Owners of electric cars in Moscow are more fortunate: they were exempted from paying transport tax for the period from 2020 to 2024. And this is in addition to the free use of paid city parking lots.

On the other hand, freight carriers will pay more transport taxes. In 2019, the exemption for cars weighing more than 12 tons, which was equal to the amount of contributions to the Platon system, ceased to operate.
