Buyers of new cars will be able to obtain license plates and registration certificates (STS) directly at dealerships, without visiting the State Traffic Inspectorate. The corresponding decree was signed by Russian Prime Minister Dmitry Medvedev, it comes into force on January 1, 2020.
- However, not all car dealerships will be able to issue numbers, but only those included in the register of the Ministry of Internal Affairs. The responsible dealership employee will inspect the new vehicle and check the buyer's paperwork. After that, the results of the check are sent to the traffic police department through the State Services portal and then a decision is made to issue numbers. The cost of the service is limited at around 500 rubles.
In addition, the government decree returns the binding of the license plate region code to the owner's place of registration. In the region, at the place of registration, both traffic police units and private firms with the status of a manufacturer of numbers will be issued. When registering in another region, the State Traffic Inspectorate will only assign the numbers of the license plate, and the numbers themselves will have to be printed from private traders.
- Transit numbers will remain only for those cases when the car is removed from registration in Russia and is being prepared for sale abroad. In addition, from 2020 it is prohibited to register vehicles for persons under 16 years of age.
