Car Dealers Asked To Reduce Tariffs For Payments Via Mobile Bank

The Russian Association of Automobile Dealers (ROAD) sent a letter to the Central Bank with a request to reduce the commission for accepting payments through the fast payment system (FPS) - that is, using the bank's mobile application. In addition, retailers are asking to increase the maximum purchase amount using the same system, Izvestia reports.

• Now the size of the commission for the sale of a car through the SBP is 0.4-0.7%, and most often dealers pass these costs onto the client, which forces him to pay for the purchase in cash. ROAD believes that the size of the commission should be 0.3%, but not more than 1,500 rubles.
• The maximum amount of payment using the system is 600 thousand rubles. However, the average price of a passenger car is more than 2 times higher - 1.4 million rubles. Experts are in favor of removing such a restriction, noting that in 2018 only 8% of customers paid by bank transfer for the purchase of a car.
• Transaction costs are fixed regardless of the amount, so it is not clear to dealers why the tariff for payment using the UPS is tied to the amount transferred.

• In October, the interbank commission for acquiring was reduced, now it is 0.8-1.2% (instead of 2.5%), depending on the payment system. However, representatives of the auto business say that the commission is kept at the level of 1-1.7%.

The Bank of Russia replied that they are ready to discuss the participants' proposals for the development of the system. “They can be considered at the next committee of the profile group,” said Alexei Voylukov, vice president of the Association of Banks of Russia.
