The Ministry of Economy of Russia proposed to the government to transfer to the State Traffic Inspectorate the authority to control the mandatory technical inspection of cars. According to the Kommersant edition, the traffic police opposed it, since there would not be enough qualified employees for new obligations.
- According to the proposal, the traffic police will have to carry out inspections of technical inspection operators, including unscheduled ones, as well as develop by-laws, which are now being dealt with by the government. This can lead to the fact that the State Traffic Inspectorate will regain almost all control over the technical inspection, as it was before 2011. Now the availability of diagnostic cards is checked by insurance companies when issuing OSAGO.
- At the same time, over the past two years, the traffic police carried out several staff reductions, and now there will not be enough employees to perform new functions. They want to solve this problem by transferring specialists from organizations and departments that are now engaged in control over technical inspection.

It is assumed that the transfer of powers will take place with the entry into force of a large-scale technical inspection reform. As part of it, mandatory photographic recording of the car during maintenance and the issuance of diagnostic cards in electronic form with a digital signature will be introduced in order to exclude the sale of forms without inspection. There will also be a fine of 2,000 rubles for driving a car without a technical inspection. The new law will come into force in the fall of 2020.
