The Ministry of Industry and Trade is ready to abandon the idea of ​​differentiating the utilization fee and its sharp increase, planned for the beginning of 2020. The ministry is also no longer considering the possibility of stimulating the localization of complex auto components by increasing the barrier to imports, Kommersant writes.

  • The recycling fee itself will still grow in the new year - this is a forced measure to compensate for the reduced import duties. However, the overall level of the barrier to imports will remain: for light vehicles, it is about 30%. The government will now return to the issue of a significant increase in waste collection no earlier than 2021.
  • Earlier it was reported that waste collection for new passenger cars could grow by 110%. According to experts, this would increase the final cost by 2-4%. At the beginning of October, the Ministry of Industry and Trade of the Russian Federation proposed to keep the amount of waste collection for used cars older than three years at the current level.
  • The scrappage compensation differentiation was conceived so that producers who have made high commitments under Special Investment Contracts (SPICs) can expect to receive higher scrapping fee compensation. The Ministry of Industry and Trade planned to work out this project together with the concerns, but then they decided to abandon the idea, since the parties failed to come to an agreement. Nevertheless, the ministry continues to collect proposals from manufacturers for deep localization projects.
