The basic amount of the fine for free movement on toll highways will be 2.5 thousand rubles: this follows from the bill adopted by the State Duma in the first reading. But the fine can be avoided - such a mechanism has also been developed.

  • A fine of 2.5 thousand rubles is provided for owners of cars who have not paid for travel on toll road sections. For trucks and buses, the size of the punishment is more than doubled - up to 5.5 thousand rubles.
  • The bill proposes to extend fines to foreign carriers. However, if in the case of Russian cars and buses their owners are punished, then the fines for vehicles with foreign registration will have to be paid to their drivers. It is planned to fix the very fact of violation with the help of automatic complexes.
  • The State Duma agreed to provide for the possibility of avoiding payment of the fine. To do this, violators will need to pay off their debts to the toll road operator in time. In this case, the proceedings in the case of an administrative offense will be terminated.
  • As stated in the explanatory note to the bill, the introduction of a legal mechanism for the collection of fines for non-payment of travel will make it possible to begin large-scale application of the “free flow” system on toll roads - barrier-free toll collection points. Examples from foreign practice are also mentioned in the document. "For example, in Italy the administrative fine for non-payment of toll road tolls is 300 euros, in Austria - 120 euros, in Switzerland - 200 Swiss francs, in the USA (in the state of California) there is a fine of 57 US dollars."

  • The Russian authorities were allowed to start work on a new article in the Code of Administrative Offenses by the appearance of an official ban on free driving on toll highways. Such a law was signed by the President of Russia on October 16.
