The Association of Manufacturers and Operators of Photo and Video Recording Systems has proposed extending the practice of punishing drivers for exceeding the average speed throughout the country, writes Rossiyskaya Gazeta. The association argues that such systems help reduce accidents, but the very concept of "average speed" is not in the traffic rules or in the Code of Administrative Offenses.

  • Representatives of the association told the publication that the results of experiments to measure the average speed prove the effectiveness of this approach. On some sections of roads in the Moscow Region, where the corresponding automatic fixation systems are installed, the number of accidents in the first 6 months of this year decreased by 17% compared to 2019.
  • The manufacturers of the complexes propose to use the measurement of the average speed and the punishment for exceeding it throughout Russia. However, this will require amending both the Administrative Code and the Traffic Rules, fixing in them the definition of the very concept of "average speed". In addition, according to the experts of the publication, it is necessary to provide for a mechanism for appealing against such fines.
  • At the moment, complexes that measure the average speed of movement are installed in some regions of the country - for example, in Tatarstan, Bashkiria and the Urals.

  • At the end of last year, the State Duma advocated the complete abolition of this practice: a bill was passed in the first reading on the prohibition of fines for exceeding the average speed. Meanwhile, the traffic police are confident in the usefulness of this scheme. However, several cases were previously recorded when drivers received several fines at once from the same cameras - for exceeding both the average and instantaneous speed.
