Experts and members of the working group at the All-Russian Popular Front (ONF) sent to the Ministry of Justice a new set of proposals on changes to the Administrative Code. Among them - measuring the average speed, new methods of video recording and new penalties for the lack of OSAGO. Writes about this Autonews.

  • One of the first points of the code is the legislative consolidation of the ability to fix the average speed on a road section. Currently, such complexes are already registering such violations, but the corresponding formulation is absent in the Administrative Code. It is proposed to register it separately.
  • For driving without compulsory motor third party liability insurance and a diagnostic card, activists consider it possible to fine with the help of cameras - once a day. Recall that drivers have long wanted to be punished with photo fixation for 800 rubles for driving without compulsory motor third party liability insurance and for 2 thousand rubles for driving without technical inspection.

    • Also, the members of the working group propose to give citizens the opportunity to shoot violations of the traffic rules on mobile phones - by analogy with the capital region, where the "Moscow Assistant" operates. To record other people's violations, the "People's Inspector" application is being developed, and a clearer description of "manual" and "automatic" shooting, which can be used to record certain violations, will allow avoiding discrepancies in interpretations. Earlier it was reported that this initiative was excluded from the list of ideas for the Ministry of Justice, but the proposal was still received from other activists.

    • The idea of equating recorders with mobile phones and expanding the types of traffic violations that can be captured with their help has also been ruled out. It was proposed to use the data from the registrars to punish for unfastening a seat belt, driving on red, non-observance of markings and non-passage of pedestrians, violations when driving through intersections and maneuvering.
    • Activists propose to concretize the concepts of "lawn" and "green space", introduce fines for officials for erroneous decisions and provide for compensation for damage caused to cars during evacuation.
    • The Ministry of Justice plans to consider some of these proposals. It is not known whether they will appear in the Administrative Code and when this may happen.
