Failure to meet the schedule for the planned modernization of the refinery in the Khabarovsk Territory led to interruptions in the supply of fuel, the closure of part of the filling station and kilometer-long queues. In this regard, a partial sale of AI-92 and AI-95 gasoline by coupons is introduced in the region, TASS reports.
- The plant stopped for modernization in mid-January. According to the plan, by February 1, he was supposed to reach full capacity. Based on this, a 20-day supply of gasoline was created during the break. However, the emerging rush demand and the disruption of the planned launch of the enterprise led to a deficit.
- “Although the Khabarovsk Oil Refinery started working on Saturday, January 30, it did not enter the production cycle, contrary to the assurances of the management. The company was unable to launch all the secondary fuel treatment units to start producing gasoline. While the plant is in the commissioning mode, the regional authorities have developed a temporary operational scheme for the delivery and sale of fuel,”said Anatoly Litvinchuk, Deputy Chairman of the Territory Government for Fuel and Energy Complex and Housing and Communal Services.

Now tanks with fuel from Rosrezerv are going to the region. Further supplies will become daily until the situation normalizes. Now some gas stations in the region are closed: they have nothing to sell. On others, kilometer-long lines formed. The authorities promise to organize the work of a number of gas stations, but part of the fuel will be sold exclusively with coupons. The local department of the Federal Antimonopoly Service (FAS) is checking the facts of overpricing of gasoline at some filling stations.
- Wholesale fuel prices in Russia are close to a record. A ton of AI-92 gasoline on the St. Petersburg Commodity Exchange on January 22 cost 53.4 thousand rubles. The quotes did not reach a historical record of 1.5 thousand rubles. The Ministry of Energy assures that there will be no jump in gas station prices.
